Niagara Mohawk Power Corporation

ATTN:

=Mr. B. Ralph Sylvia

Executive Vice President - Nuclear

301 Plainfield Road

Syracuse,

New York 13212

Dear Mr. Sylvia:

Subject:

Combined Inspection Report Nos. 50-220/92-03 and 50-410/92-03

'This letter transmits the NRC Region I inspection report for the engineering and technical

support inspection conducted by Messrs. R. Mathew and A. Lohmeier of this office on

January 27 through February 7, 1992, at the Niagara Mohawk Salina Meadows office in

Syracuse, New York and Nine Mile Point Units 1 and 2. Mr. Mathew discussed

the findings

of the inspection with Mr. C..Terry and other members of your staff at the conclusion of the

inspection.

This inspection was directed toward areas important to public health and safety.

Areas

examined during this inspection are described in the NRC Region I inspection report which is

enclosed with this letter.

Within these areas,

the inspection consisted of selective

examinations of procedures

and representative

records, interviews with personnel,

and'bservations.

by the inspectors.

Based on the results of this inspection, the engineering and technical support for Units

1 and

2 were found to be good.

The quality of engineering and management

involvement improved

compared to the previous SALP period.

However, we noted that the backlog of temporary

modifications remained high and in need of continued management

attention.

Your cooperation with us in this matter is appreciated.

Sincerely,

(h<gpcp3y 5t~~/~
