Docket Nos.

50-220 and 50-410 UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555 Inarch 19, 1992 Hr. B. Ralph Sylvia Executive Vice President, Nuclear Niagara Hohawk Power Corporation 301 Plainfield Road

Syracuse, New York 13212

Dear Hr. Sylvia:

SUBJECT:

EMERGENCY RESPONSE DATA SYSTEM IMPLEMENTATION PLAN NINE MILE POINT NUCLEAR STATION, UNIT NOS.

1 AND 2 The U.S. Nuclear Regulatory Commission (NRC) has reviewed the Emergency

Response

Data System (EROS) implementation plan which Niagara Mohawk Power Corporation (NMPC) submitted in a letter dated October 28, 1991.

Based upon this review, the NRC staff has found that NMPC's implementation plan provides the basis for an acceptable implementation of ERDS at Nine Hile Point Units 1

and 2.

One item of note in NHPC's implementation plan was the mention of a potential site visit for Unit 2 in Paragraph 4.3 of Attachment B to your letter.

The site visit for both Nine Mile Point units was conducted on June 20, 1991.

No further site visits by the NRC contractor are anticipated.

Be advised that the testing phase of ERDS implementation involves all licensees testing with the NRC contractor, Halliburton NUS Environmental Corporation.

Since the contractor does not have unlimited resources for testing multiple EROS links simultaneously, close coordination with the Halliburton NUS personnel in scheduling your ERDS testing will be a key element in the successful completion of ERDS implementation.

The project manager at Halliburton NUS is Mr. Tony LaRosa, and he may be reached at (208) 524-9227.

If you have any questions or problems in implementing the ERDS program, please contact Hr. John Jolicoeur, the NRC ERDS project manager, at (301) 492-4155 or contact me at (301) 504-1409.

Sincerely, cc:
