RESOLUTION OF GENERIC ISSUES 48 AND 49 FOR NINE MILE POINT NUCLEAR STATION UNIT NOS.
1 AND 2 (TAC NOS.

On July 18,
- 1991, the NRC issued Generic Letter (GL) 91-11, "Resolution of Generic Issue 48 'LCO's for Class IE Vital Instrument Buses,'nd Generic Issue 49 'nterlocks and LCO's for Class 1E Tie Breakers'ursuant to 10 CFR 50.54 (f)."
The GL required that licensees certify that procedures exist which contain time limitations and surveillance requirements for vital instrument buses (VIB), inverters or other onsite power sources for VIB, and tie breakers.
If procedures do not exist, a justification demonstrating the reasons why the controls are not needed is required.
By letter dated January 27,
- 1992, Niagara Mohawk Power Corporation (NHPC) responded to the GL and indicated, in reference to Generic Issue 48, that both units have appropriate administrative controls, surveillance, and preventative maintenance procedures in place to assure proper operation of the VIBs.
In reference to Generic Issue 49, NMPC stated the electrical design configuration of both units does not include tie breakers between independent, redundant Class 1E busses or between VIBs between the two units.
The NRC staff has reviewed your response and finds that it meet the reporting requirements set forth in GL 91-11.
This completes the staff action under TAC Nos.
