IThis letter refers to the safety inspection conduct& by Mr. G. A. Koch of this office on
January 27 through January 31, 1992 at the Nine Mile Point Nuclear Power Station Unit
Nos.
1 and 2.
The results of the inspection were discussed
by Mr. Koch with the
'maintenance
managers, Mr. K. Sweet and Mr. K. Coates on January 31, 1992.
<<The inspection reviewed Niagara Mohawk Power Corporation's maintenance
welding
activities as they apply
- 'Aine Mile Point Unit I and Unit 2. It was broad in scope and
covered welder qualification; weld procedure qualification; weld material storage and issue;
,welding performance;
and review of the system for controlling welding on plant components.
Successful control of these areas is necessary
to assure
the stations are capable of making
sound repair/modification welds.
No violatiops of NRC requirements were noted during the inspection.
However, several
weaknesses
were discovered in the system which controlled site welding.
These areas were
discussed
in detail with the above mentioned persons during the exit meeting and can be
found in the inspection report.
Despite these weaknesses,
we consider the system adequate.

The stations ability to make quality welds is not being questioned
because
workers
interviewed during the inspection were knowledgeable of welding procedures,
used sound
welding practices and engineering judgement, and demonstrated
compliance with procedures.
