STATION BLACKOUT RULE SUPPLEMENTAL SAFETY EVALUATION - NINE MILE POINT NUCLEAR STATION UNIT NO. I (TAC NO. 68570)

On July 21, 1988, the Code of Federal Regulations 10 CFR Part 50, was amended to include a

new Section 50.63, entitled, "Loss of All Alternating Current Power," (Station Blackout).

The station blackout (SBO) rule requires that each light-water-cooled nuclear power plant be able to withstaJId and recover-from an SBO of specified duration.

The SBO rule also requires that information defined in the rule be provided to the staff for review.

By letters dated April 13, 1989, April 3, 1990, April 16, 1990, and January 24,

1991, and by teleconference on October 9, 1990, between Mr. Nick Spagnoletti of your staff and the NRC staff, Niagara Mohawk Power Corporation (NMPC) responded to the SBO rule.

The NRC staff's Safety Evaluation (SE) pertaining to NMPC's initial responses was transmitted to you by letter dated July I, 1991.

The NRC staff found the proposed method of coping with an SBO to be acceptable, subject to the satisfactory resolution of several recommendations which were itemized in the staff's SE.

NMPC responded to the staff's SE, and specifically to the recommendations, by letter dated August 1, 1991.

The NRC staff has reviewed NMPC's responses to the July 1, 1991, SE and has determined the responseq acceptable as detailed in the enclosed Supplemental Safety Evaluation (SSE).

NMPC should maintain all analyses and related information in the documentation supporting the SBO submittals for further inspection ahd'ssessment as may be undertaken by the NRC to audit conformance with the SBO rule.
