Thomas E. Murley, Director Office of Nuclear Reactor Regulation NINE MILE POINT UNIT 2 RESTART I
In your memorandum to the Regional Administrator, Region I dated September 6,
1991, you agreed, with the exception of the issues related to the Uninter ruptible Power Supplies (UPS), that his proposed restart plan and the steps that needed to be completed prior to releasing Niagara Mohawk from Confirmatory Action Letter (CAL) 91-13 were acceptable.
You indicated at that time that NRR would be responsible for reviewing the licensee's evaluation of the root causes of the UPS failures, the proposed corrective actions, and associated restart issues.
NRR's evaluation and any restart issues were to be forwarded to Mr. Martin by separate memorandum when completed.
NRR has completed its review of the restart issues concerning the UPS as documented in the enclosed safety evaluation.
The review has considered the facts involving the August 13, 1991, loss of the UPS as described by Niagara Mohawk in its letters to the NRC dated September 10 and 11, 1991.
These facts are consistent with the findings of the NMP-2 Incident Investigation Team
( IIT).
Based upon our review of the facts, NRR agrees with the licensee's proposed restart corrective actions.
It is NRR's judgement that these corrective actions will substantiall.y reduce the likelihood of UPS loss from low voltage transients.
On September 12,
- 1991, NRR and Region I met with the IIT to review the results of NRR's findings regarding the UPS and the licensee's associated corrective actions related to the restar t of the plant.
The IIT has no objections to the NRR technical findings and determinations concerning those issues related to restart of the plant.
