Combined Inspection 50-220/91-18 and 50-410/91-18

This letter refers to the routine physical security inspection conducted by Messrs. T. W.

Dexter and E. B. King on August 12-16, 1991, of activities at the Nine Mile Point Nuclear

Station, Units 1 and 2, authorized by NRC License Nos. DPR-63 and NPF-69, and to the

discussions of our findings held by Mr. Dexter with Mr. J. Beratta and others of your staff

at the conclusion of the inspection.

Areas examined during this inspection are described in the Region I Inspection Report which

is enclosed with this letter.

Within these areas,

the inspection consisted of selective

examinations of procedures

and representative

records, interviews with personnel and

observations by the inspectors.

We found that your physical security program is very effective and directed toward assuring

public health and safety.

Within the scope of this inspection no violations were observed.

The physical security inspection was suspended

early on August 13, 1991 due to the plant

emergency at Unit 2.

Both security inspectors assisted

the NRC resident inspectors at the

Technical Support Center and at the NRC office on the site,

The security inspection was

resumed when the emergency was terminated.
