This letter transmits the NRC Region I inspection report for the inspection conducted by

Messrs. J. Lara and R. Bhatia of this office on January 7-11, 1991, at the Niagara Mohawk

Salina Meadows Office in Syracuse, New York and Nine Mile Point Units

1 and 2. Mr.

Lara discussed

the findings of the inspection with Mr. C. Terry and other members of your

staff at the conclusion of the inspection.

Areas examined during this inspection are described in the NRC- Region I Inspection Report

which is enclosed with this letter.

%ithin these areas,

the inspection consisted of selective.

examinations of procedures

and representative

records, interviews with personnel,

and

observations by the inspectors.

Based on the results of this inspection, it appears that one of your activities was not

conducted in full compliance with NRC requirements.

This activity would normally result in

the issuance of a Notice of Violation (NOV). However, as noted in Section 3.2 of this

inspection report, an NOV is not being issued since the violation was considered to be

isolated and you initiated prompt corrective action prior to the end of the inspection.

The

NRC is exercising enforcement discretion since the criteria specified in the "General

Statement of Policy and Procedure for NRC Enforcement Actions," 10CFR Part 2,

Appendix C (Enforcement Policy)Section V.A. was satisfied.
