During the, week of December
17,
1990 the
NRC conducted
a requalification program
evaluation at the Nine Mile Point Unit 1.
The evaluation
was conducted
in
accordance
with NUREG-1021, "Operator Licensing Examiner Standards,"
Revision
6.
The evaluation
had two purposes:
(1) to evaluate
individual licensed
operator
competency;
and (2) to evaluate
the effectiveness
of the licensed
operator training program.
At the conclusion 'of the evaluation,
findings related
to the preparation
and administration of the requalification examination
were
discussed
with those
members of your staff identified in the enclosed
report.
As a result of this evaluation,
the Nine Mile Point Unit 1 requalification
program continues to be satisfactory.
The
NRC results indicate that all fifteen
of the fifteen operators
examined
passed
the
NRC administered requalification
. examination
and all three crews that participated in the examination
performed
satisfactorily
on the simulator portion of the examination.
The operators
were
well trained
and prepared for the requalification examination.
The enclosed
examination report also reviewed your responses
to the three
unresolved
items from the previous requaliffcation program evaluation.
Your
responses
to the unresolved
items were found to be acceptable.
In accordance
with 10 CFR 2.790 of the Commission's
regulations,
a copy of
this letter and the enclosures will be placed in the
NRC Public Document
Room.
