Dear Hr. Endries:
On January 8 and 9, 1991, NRC senior managers met to review the performance of nuclear power plants licensed to operate by the NRC.
This meeting is conducted
'emiannually to focus NRC resources on those plants and related issues of greatest safety significance.
At this meeting, Nine Mile Point Units 1 and 2
were categorized as continuing to require close monitoring.
Plants in this category have been identified as having weaknesses that warrant increased NRC attention from both Headquarters and the Regional Office until the licensee demonstrates a period of improved performance.
A summary of the discussions held relating to Nine Nile Point Units 1 and 2 is provided below:
Since the June 1990 Senior Management Meeting, the licensee has continued to. improve performance in all previously identified problem
- areas, completed a comprehensive Unit 1 Power Ascension Test Program, conducted the first Unit 2 refueling outage, and fulfilled all Confirma-tory Action Letter 88-17 commitments.
Operations were focused on safety with good management presence in the control room and plant.
The new Executive Vice President, Nuclear and new Vice President, Nuclear Generation are in place, and transition activities have generally been successful in sustaining the previous trends in performance.
A recent reorganization unitized the site staff to improve accountability and established a dedicated nuclear guality Assurance organization, Problem identification and self assessment capabilities continue to improve, with management self assessments particularly comprehensive and effective.
Procedure quality and staff training continue to receive management attention; however, inattention to detail and procedural adherence by plant staff remain mixed and require continued management attention.
Based on the demonstrated improvement in the Unit 2 requalification program performance, the NRC recently returned the program to satisfactory status.
Good results were also obtained on two requalification program evaluations at Unit 1, demonstrating good progress in operator training programs and operator performance.
Facility material condition and housekeeping have improved.
Cleanup of the Radwaste Building basement continues.

Corrmunications between departments and teamwork have improved.
The long term Nuclear Improvement Program has been incorporated in a Nuclear Division Business Plan, establishing
- Safety, Commercial, Regulatory and Professional goals for which organization and individual accountability is expected.
The quality of operations of both units under normal management oversight, the impact on safety performance of recent management and organizational changes and the planned reduction in nuclear support staff by one third over the next several years, and the licensee's abi lity to satisfy past performance improvement commitments remain as outstanding concerns to NRC and will continue to receive close NRC monitoring.
An NRC Commission meeting, open to the public, has been scheduled for January 24, 1991, to review the results of the latest meeting of NRC managers.
Mr. Thomas T. Martin, the Region I Administrator, has discussed the basis for our conclusions with regard to Nine Mile Point Units 1 and 2 with members of your staff.
