Plant Status:
The unit remains in cold shutdown with the core offloaded.
The Inservice inspection
- program, which is the critical path to fuel load, is on hold.
On August 16, the licensee's guality Assurance Manager issued a Stop Work order to the ISI program contractor Nuclear Engineering Service, (NES) due to failure to provide adequate quality control over the current inspection program.
Items of ~Secial Interest:
On August 18, the Region I Regional Administrator was on site for a plant tour and meeting with the general superintendent and his staff.
At the meeting the licensee presented portions of their plan for making improvements in site operations.
A review was also held at the licensee's nuclear headquarters with senior corporate officials to discuss the methodology used in preparing the required response to the July 25, 1988 Confirmatory Action Letter (CAL).
The management changes discussed previously have taken place.
The inspector reviewed the qualifications of the general superintendent and the Unit 1 superintendent against the requirements of ANSI N18. 1-1971 to have knowledge level of a Senior Reactor Operator.
Neither of the individuals possess the required experience or knowledge.
The standard allows a principle alternate to be assigned who meets the SRO requirement.
This matter was discussed with the Senior Vice President, who committed to formally designating the Unit 1 operations superintendent, who currently holds an SRO license, as the alternate for both individuals.
He also committed to develop a long term plan to get the two individuals training so that the use of a principle alternate would no longer be necessary.
Letters from the New York State, Department of Law (dated June 2, June 14, June 28, August 5.
and August 19, 1988) to the licensee have been reviewed.
In these letters the state asks for information dealing with NRC inspection findings and enforcement actions.
The letters were reviewed to ensure that they contained no allegations or new items which required NRC followup

Activities Planned:
The licensee believes that, even if the Stop Work Order was lifted, the earliest that core reload could begin would be October 1.
NES is currently preparing a plan, that will require licensee
- approval, to recommence the inspection program.
Fire barrier inspections and rework continue.
The licensee desires to present their view of problems and root causes to Region I at,a status meeting sometime in early September.
No schedule for submittal of the restart action plan or plant restart has been issued.

Routine resident inspector coverage:
One Region I inspection was conducted during the week of August 22 on the yearly review of liquid and gaseous effluents.
Two members of the planned Headquarters Safety System Functional Inspection (SSFI) were on site the week of August 22 to gather information.
The SSFI is scheduled for the last two weeks in September and the second week of October.
Vendor Inspection Branch.inspectors were on site 8/23/88 to gather information regarding licensee use of "counterfeit" circuit breakers.
