Niagara Mohawk Power Corporation hereby transmits an application for an amendment to Nine Mile Point Unit 1 Operating License DPR-63.
Also enclosed are the proposed changes to the Technical Specifications set forth in Appendix A to the above mentioned license.
Supporting information and analysis demonstrating that the proposed changes involve no significant hazards consideration pursuant to 10 CFR 50.92 are included as Attachment B.
Pursuant to 10 CFR 170.12, a one hundred and fifty dollar ($ 150.00) application fee is enclosed.
The proposed Technical Specification change contained herein represents revisions to Specifications 3.1.2 and 4.1.2, Li uid Poison S stem, and the associated Bases.
Niagara Mohawk requests approval of the attached proposed changes to the Technical Specifications by April 11, 1988.
Pursuant to 10 CFR 50.91(b)(l),
Niagara Mohawk has provided a copy of this license amendment request and the associated analysis regarding no significant hazards consideration to the appropriate state representative.

Docket No. 50-220 APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the regulations of the Nuclear Regulatory Commission, Niagara Mohawk Power Corporation, holder of Facility Operating License No.
DPR-63, hereby requests that Sections 3.1.2 and 4.1.2 of the Technical Specifications set forth in Appendix A to that License be amended.
These proposed changes have been reviewed in accordance with Section 6.5 of the Technical Specifications.
The proposed Technical Specification changes are set forth in Attachment A
to this application.
Technical Specifications 3.1.2 and 4.1.2 for the Liquid Poison System have been modified to incorporate changes required by 10 CFR 50.62 for the reduction of risk from ATWS events.
The changes proposed for Technical Specification 3.1.2 are to delete Figure 3.1.2a, identify the Liquid Poison System minimum volume requirements, incorporate the equivalency equation for determining the concentration of sodium pentaborate solution enriched in the boron-10 isotope, and revise Figure 3.1.2b for lower allowable concentrations.
Technical Specification 4.1.2b has been changed to incorporate additional surveillance requirements for monitoring the enriched boron-10 isotope concentration.
The Bases for Technical Specifications 3.1.2 4433G
and 4.1.2 have been revised to incorporate the Equivalency Equation for
't relating boron-10 enrichment and solution concentration.
Reference to the minimum and maximum injection times has been removed since the rate of boron-10 injection is determined by the Equivalency Equation.
The proposed change would not authorize any change in the types of effluents or in the authorized power level of the facility in conjunction with this Application for License Amendment.
Supporting information and analysis which demonstrate that the proposed changes involve no significant hazards consideration pursuant to 10 CFR S0.92 are included as Attachment B.
WHEREFORE, Applicant respectfully requests that Appendix A to Facility Operating License No.
DPR-63 be amended in the form attached hereto as Attachment A.
