On April 30, 1987, Niagara Mohawk submitted a request to change the Nine Mile Point 2 Technical Specification Figure 6.2. 1-1.
This change represented moving a management position from the site to headquarters.
The change (TAC 65738)" was requested to'e made as part of the revisions to the Technical Specifications when they were issued as part of the full-power license.
A number of..changes to the Technical Specifications were requested
'etween low-power and full-power licensing.
Those changes which were not needed for low-power operation, and therefore not made until the full-power license was issu'ed, were not considered licensee fee recoverable.
These changes were also not considered licensee amendments.
Discussions with other project managers have indicated for other plants changes of this type are normally not considered fee recoverable.
Most of the changes req'uested to, be incorporated in the full-power Technical Specifications were either accepted'or rejected in the safety evaluation issued with the full-power license.
Because the licensee had indicated the request related to TAC 65738 would be withdrawn, the staff did not include an evaluation of this issue.
(That request for withdrawal was submitted October I, 1987 and is attached.)
As we discussed, since we normally do not charge the licensee for requests of this type it appears inappropriate to do so for this issue.
