Rothman At the request of the licensee, a meeting was held in Bethesda on June 26, 1987.
The purpose of the meeting was for the licensee to present its seismic upgrade program to the staff for whatever feedback the staff could give at the time.
The licensee hopes that, ultimately, the staff would approve the new criteria for future use.
A list of attendees is included as Enclosure 1.
The program is described in Enclosure 2,
"NMP-2 Seismic Upgrade Program Plan and Description, Revision 1, June 1987," and the illustrations used during the presentation are given in Enclosure 3, "Nine Mile Point Unit No.
1 (NMP-I) Seismic Upgrade

The staff 'noted that the licensee's approach gave the appearance of considering technical factors in an isolated fashion, and that staff's reviews of design methods include consideration of many factors that determined the overall acceptability of licensee's approach.
Less conservatism in one area might be offset by greater a conservatism in others.
Therefore, this licensee's
- approach, from today' presentation, might suffer in this consideration.
The staff noted that it appeared that, if the licensee submitted a formal proposal for review, an extensive review effort would be needed.
Under present manpower restraints, such a review would have a low priority.
There will be no further staff effort on this matter until the licensee informs us of its intentions.
The licensee's program involves the development of seismic design criteria that are based on modern technology and that would be applied to future modifications to the Unit 1 plant structures and equipment.
The criteria in use at the time Unit 1 was licensed for construction would not be consider ed as a basis for stepping up to the new criteria; the new criteria would be considered totally on their own merits.
The licensee a1so noted that this program did not include consideration of any other design loadings that normally are applied in combination with seismic loadings.
