Oocket No. 50-220 APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the regulations of tne Nuclear Regulatory Commission, Niagara Mohawk Power Corporation, holder of 'Facility Operating License No. DPR-63, hereby reauests that Section 3.4.5 of the Technical Specifications set forth in Appendix A to that License be amended'.
This proposed change has been reviewed by the Site Operations Review Committee and the Safety Review and Audit Board.
The proposed Technical Specification change is set forth in Attachment A.
to this application.
Section 3.4.5 has been proposed for amendment in order to reflect a change in nomenclature for clarification purposes.
The proposed change would not authorize any change in the types of effluents or in the authorized power level of the facility in conjunction with this Application for License Amendment.
Supporting information and analysis which demonstrate that the proposed change involves no significant hazards considerations pursuant to 10CFR50.92, is included as Attachment B.

DPR-63 DOCKET NO. 50-220 Su ortin Information-and-No.Si nificant.- Hazards Considerations-Anal si s The proposed amendment to Section 3.4.5 of the Technical Specifications involves the addition of the word "secondary" to more accurately describe which containment is being referenced.
This change does not represent a
change in procedure or intent of this reauirement.
This proposed amendment is the result of a continuing effort to clarify nomenclature in the existing Techni ca 1 Speci ficati ons.
10CFR50.91 reauires that at the time a licensee reauests an amendment, it must provide to the Commission its analysis, using the standards in Section 50.92 about the issue of no significant hazards consideration.
Therefore, in accordance with 10CFR50.91 and 10CFR50.92, the following analysis has been performed:

This proposed amendment represents a change in nomenclature only.
It is not a new procedure, but merely clarifies an existing one.
The ro osed amendment in accordance with the o eration of Nine Mile Point Unit 1 will not involve a si nificant reduction in mar in of safet The addition of the word "secondary" will help clarify the conditions in which the control room air treatment system is to be operable.
This change will not adversely affect the operation of Nine Mile Point Unit 1 but will instead improve the accuracy of the existing Technical Specifications.
