Dear Mr. Lodge:

By correspondence dated February 25, 1987, the Nuclear Regulatory Commission (NRC) provided its initial response to the petition filed by you on behalf of the Sunflower Alliance, Inc. (Petitioner) on November 7, 1986.

This letter supplements our initial response.

The initial response indicated that a decision on your petition would be forthcoming from the NRC's Director, Office of Inspection and Enforcement.

However, the NRC reorganized effective April 15, 1987, abolishing the Office of Inspection and Enforcement.

Accordingly, the Office of Nuclear Reactor Regulation has been assigned the task of providing a Director's Decision on this matter.

I The concerns raised in the petition deal with the offsite emergency response plans for the Perry Nuclear Power Plant.

As you know, the NRC and the Federal Emergency Management Agency (FEMA) are the two Federal agencies responsible for addressing the adequacy of emergency planning at and around nuclear plants.

FEMA has been assigned the responsibility of assessing offsite emergency planning as well as assisting state and local governments in the preparation of radiological emergency response plans.

Accordingly, on March 3, 1987, the NRC requested the assistance of FEMA in response to the concerns raised in the petition.

A copy of that memorandum is enclosed for your information.

As you may note, March 30, 1987, was initially established between NRC and FEMA as a date for FEMA's response.

FEMA is currently reviewing the issues raised in your petition.

However, because of a high level of involvement in exercises and in the Federal Field Exercise which was conducted on June 23-25,
1987, additional time will be required for FEMA's response.
