'our application dated March 8, 1985, for an amendment to Special Nuclear Material License SNM-1895 to receive,

possess, inspect, and store new fuel assemblies at the Niagara Mohawk Power Corporation, Nine Hile Point Nuclear Station, Unit 2 (Docket No. 70-2948),

was received by the Nuclear Regulatory Commission on March 12, 1985.

Me note from your application that you currently anticipate "that new fuel will be received onsite beginning in Hay 1985".

Since we normally request that applica ions. be submitted at least six months prior to expected date of fuel receipt, we feel that the May date for issuing the amendment is not realistic.

As you are aware the time required for completing the review of any application depends on (1) our work schedule on applications previously submitted, and (2) the completeness of the application.

From a quick look at your application it appears that Regulatory Guide 3.15, Revision 1, dated Apt.'il 1983, "Standard Format and Content of License Applications for Storage Only of Unirradiated Power Reactor Fuel and Associated Radioactive Material" (copy enclosed) was not considered by your client in preparing the application.

He recommend that the Regulatory Guide be reviewed and the application updated as soon as, possible.
