" 'NOTICE 'OF VIOL'ATION Niagara Mohawk Power Corporation Docket No. 50-220 Based on the results of an NRC inspection conducted on September 16 to October 19, 1980, it appears that certain of your activities were not conducted in full compliance with the conditions of your License No.
DPR-63 as indicated below.
Items A and B are categorized as Infractions.

Technical Specification 6.8.1 states, in part: "Written procedures and administrative policies shall be established, implemented and maintained...."
The licensee's administrative policy for maintaining fire doors closed consists of labels applied to the appropriate doors stating "Caution-Keep Closed" and "Caution - Fire Door Do Not Block."
Contrary to the above, on September 18, 1980, the fire door between off-gas building and the radwaste decon area, door OD-184, was found open and its automatic closure device inoperative.
Technical Specification 3.6.3.g states, "When operating with only one diesel generator, all emergency equipment aligned to the operable diesel generator shall have no inoperable components."
Contrary to the above on October.
