APPENDIX A NOTICE OF VIOLATION Niagara Mohawk Power Corporation Docket No. 50-220 Based on the results of an NRC inspection conducted on February 4-8, 1980, it appears that one of your activities was not. conducted in full compliance with the conditions of your License, DPR-63, as indicated below.
Thi,s item is an infraction.
Technical Specification 6.8.1 states, in part, "Mritten procedures and administra-tive policies shall be established, implemented and maintained..."
Nine Mile Point Operating Procedure No. Nl-OP-12, Liquid Poison
- System, Revi-sion 7, December 26, 1979, Table I, System Valve Line-Up specifies Valve No.
41-12, Demin. Mater to Pump 12 be locked.closed in its normal position.
Contrary to the above during a tour of the facility on February 6, 1980, Valve No. 41-12 was noted as not being locked.
The valve was verified as closed.
