~Adi*A NOTICE OF VIOLATION Niagara Mohawk Power Corporation Docket No. 50-410 This refers to the inspection conducted by a representative of the Region I (Philadelphia) office at the Nine. Mile Point Nuclear Station, Unit. 2, Scriba, New York, of activities authorized by, NRC License No.
CPPR-112.
During this inspection conducted on. January 9.-11, 1980, the following apparent item of noncompliance was identified:
10 CFR 50, Appendix 8, Criterion V, states in part; "Activities affecting quality shall be accomplished. in accordance with...
instructions (and} procedures".
Criterion XI'II, states.in'art, "Measures shall be established to control the..storage...and preservation of material and equipment in accordance with. work and inspection instructions.."
Criterion XVII, states in part,- "Sufficient 'records shall be maintained to furnish. evidence of activities affecting quality."

Stone and Nebster Specification NNP2-P275C, with Addendum 1, dated October, 20, 1977 for "Mechanical, Equipment Erection,",states in part,, "Contractor (ITT Grinnell) shall, be, responsjb1e.for performing all maintenance of'll equipment while in'storage and.'..for writing and maintaining storage history cards on all equipment;..
Cards shall be written, arid a preventive maintenance schedule:shall be d'eveloped in accordance wi.th S8M Specification No.

Appendix A SRH Specification No.
NMP2-SM01, Revision 3, dated October 30.,
1979 for "Storage and Maintenance During Storage of Permanent Plant Equipment,." requires the use of approved GE documentation as a
basis for the storage and maintenance requirements.
GE Document 34A180535, dated March 27, 1974 for "Storage Instructions For Vertical Induction Motors...," requires quarterly tests and inspections for various electrical and lubrication requirements'nd other lubrication and maintenance requirements on a yeally basis.
Contrary to the above, as of January ll, 1980, certain required lubrication and maintenance had not been performed within the last year on Recirculation Pump Motor 2RCS-MlB; quality.records were not available to furnish evidence, in all cases, that. the, quarterly tests and inspections for various electrical and lubrication re-quirements had been performed for Recirculation Pump Motor 2RCS-MlB and Residual Heat Removal Pump Motor 2RHS-P1B; and records indicated completion of test and inspection requirements for Recirculation Pump Motor 2 RCS-MIA subsequent to May 2, 1979, after the motor had been removed from the site.
