Complete Il 11 Enclosed is the Plant Systems Brarich input to the Safety-Evaluation. Report for the Niagara Mohawk Power Corporation's (NMPC) proposed modification to the spent-fuel storage racks for Nine IIile Point, Unit 1.
1 We have reviewed the issues of criticality,. cooling, rack installation, and fuel handling as they are discussed in the licensee's submittal supporting its. proposed amendments to the facility's operating licenses.
We find NMPC's application for the license amendments acceptable with respect to the above lCsted issues, provided that the uranium-235 loading
'n fuel assemblies that are to be placed in the pool is limited to the amount established as acceptable in this report and a technical specification is incopporated which will,prohibit the removal of the poison plates from the storage racks without previously notifying the NRC.
