APPENDIX A NOTICE OF VIOLATION Niagara Mohawk Power Corporation Docket No. 50-220 Based on the results of an NRC inspection conducted on March 5-8, 1979, it appears that one of your activities was not conducted in full compli-ance with conditions of your NRC Facility License No.
DPR-63, as indicated below.
This item is a deficiency.
10 CFR 50, Appendix B, Criterion X, states, in part:
"A program for inspection of activities affecting quality shall be established...
Such inspection shall be performed by individuals other than those who performed the activity..."
Technical Specification 6.8.1, states, in part:
"Written procedures shall be established, implemented and maintained..."
'Procedure Nl-MST-Vl, Revision 2, Hydraulic Snubbers Visual Inspection states, in part:
"Complete the data sheet (attached) for each snubber inspected..."
Contrary to the above, on July 10, 1977, the inspection of drywell snubbers was performed and the results were reviewed by the same individual.
The inspection data sheets for 86 snubbers were not completed.
