'NOTICE OF 'IOL'ATION Niagara Mohawk Power, Corporation Docket No. 50-220 Based on the results of an NRC inspection conducted on December 11-14, 1978, it appears that one of your activities was not conducted in full compliance with the conditions of your NRC Facility License No.
DPR 63 as indicated below.
This-item is a deficiency.
Technical Specification 6.8.1 states in part:
"Written procedures and administrative policies shall be established, implemented and maintained..."
- and, Technical Specification 6.8.2 states in part:
"Each procedure...
of 6;8.1 above,...shall be reviewed by the SORC and approved by the General Superintendent Nuclear Generation prior, to implementation..."
Contrary to the above, on November 9-10,
- 1978, a Station Shift Supervisor Instruction established and implemented a procedure to cross-connect the fire protection systems of Nine Mile Point Unit 1 with Nine Mile Point Unit'2.
This procedure was not reviewed by the SORC and approved by the General Superintendent Nuclear Genera-tion prior to implementation.
