Docket No. 50-220 APPLICATION FOR AMENDMENT TO TECHNICAL SPECIFICATIONS Pursuant to Section 50.90 of the regulations of the Nuclear Regulatory Commission, Niagara Mohawk Power Corporation, holder of Facility Operating License No. DPR-63, hereby requests that Sections 2.4.2, 5.1.3, 5.2.1, 5.3.2 and 5.6.1 of the Technical Specifications set forth in Appendix B to that License be amended to provide reporting intervals and organizational information consistent with Appendix A of License Nos.
The proposed Technical Specification change is set forth in Attachment A to this application.
A safety evaluation, which demonstrates that the proposed change does not involve a significant hazards consideration, is set forth in Attachment B.
The proposed change would not authorize any change in the types or any increase in the amount of effluents or any change in J
the authorized power level of the facility.
The proposed changes have been reviewed and approved by the Safety Review and Audit Board and the Site Operations Review Committee.

DPR-63 be amended in the form attached hereto as Attachment A.

LOCATION CHANGE Section 2.4.2 Page 38 Under BASES FOR LIQUID WASTE SPECIFICATIONS, fourth paragraph, line 7 should read:
"Reports, on the quantities of radioactive materials released in liquid waste effluents are furnished to the Commission in conformance with 10 CFR 50.36(a)(2) on a semi-annual basis.
Data is summarized on a quarterly basis in the annual report according to Section 5.6.1 of these Technical Specifications."
Section 5.1.3 Page 80 Should read:
"The structure of corporate responsi-bility is shown in Figure 6.2-1 of Appendix A."
Section 5.2.1 Page 80 Should read "The Station Organization and its relationship to the Site Organization is shown in Figure 6.2.2 of Appendix A."

. Proposed changes to the Technical Specifications, Appendix B
f'r Nine Mile Point Unit 1 are to provide reporting intervals and'rgani-zat'ional information consistent with Appendix A of the plants on site:
Nine Mile Point Unit 1
and the James A. FitzPatrick Nuclear Plant.
There is no new accident'ntroduced or an increase in the probabil.ity of an accident occurring because the proposed changes are 'to provide reporting intervals and organizational information consistent with Appendix A:
In addition, the safety margin of the plant remains the same because ther is no modification of operations or systems within the plant.
There is no change in the environmental impact as the result of these propose'd changes to the Technical Specifications.
