Docket No. 50-220 APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the regulations of the Nuclear Regulatory Commission, Niagara Mohawk Power Cor-poration, holder of Facility Operating License No. DPR-63, hereby requests that Tables 3.2 and 5.3 of the Environmental Technical Specifications, set forth in Appendix B to that License be amended.
These proposed changes have been re-viewed by the Site Operations Review Committee and Safety Review and Audit Board.
The proposed Environmental Technical Specification A
changes are set forth in Attachment A to this application.
Supporting Information, which demonstrates that the proposed changes do not involve a significant environmental impact consideration, is set forth in Attachment B.
The proposed changes would not. authorize any change in the types or any increase in the amounts of effluents or any change in the authorized power level of the facility.
WHEREFORE, Applicant respectfully requests that Appendix B to Facility Operating License No.
DPR-63 be amended in the form attached hereto as Attachment A.

Where the investigation indicates, prepare and forward a report covering their evaluation and recommendation to prevent recurrence, to the General Superintendent Nuclear Generation, and the Chairman of the Safety Review and Audit Board.

AUTHORITY Advisory to the General Superintendent
- Nuclear Generation.
The Board shall report to and advise the Vice President-Engineering and the Vice President-Electric Operations in all matters relating to environmental impact.
Hake tentative determinations as to whether or not proposals submitted to the committee involve a change in the station's environmental impact.
This determination subject to review by the Safety Review and Audit Board.
ATTACHMENT B Niagara Mohawk Power Corporation License No. DPR-63 Docket No. 50-220 Su ortin Information Following is information for each of the proposed Environ-mental Technical Specifications changes:
Table 3.2 The change of footnote 6 described in Attachment A will
'rovide for more meaningful comparison between onsite and offsite composite analysis.
The current Environmental Technical Speci-fications are not conducive to this type of comparison.
By
..separating these composites into four groups, comparison between onsite and corresponding offsite stations can be made by sector and correlated to current meteorological conditions.
Additionally, using gross beta activity to flag possible high counts will provide checks on a weekly basis instead of monthly, and will also prevent the need to recount each particulate filter in the event that a high count was obtained.
Table 5.3 Paragraph 6.5.1.8 Records of Appendix A to the Facility Operating License No. DPR-63, specifies that the Site Operations Review Committee shall maintain written minutes of each meeting.
Since environmental matters are reviewed along with other agenda items, it is not practical to maintain separate minutes for environmental matters.
The same information would be available in general minutes as would be available in separate minutes.
