Docket 50-220, DPR-17 File Cj.
Examinations for reactor operators at the Nine Mile Point Nuclear Station produced only seven (7) licenses.
This number is insufficient to meet the requirements of an additional licensed reactor operator on each shift at the completion of the start-up test program as set forth in,Figure 6.1.2 on p.
121 of the Technical Specifications.
Paragraph 6.8.e on p.
132 addresses itself to just such a situation.
We propose to operate with the normal complement of personnel on three of the four shift groups required to man the plant on a coritinuing basis.
The fourth shift group would be made up exactly the same except that the addi-tional license would be held by a supervisor who normally does not perform manual labor.
He would be part of the crew as an additional member and direct the operator who would be a candidate for reactor operator licensing.
In an emergency he is permitted to manipulate controls, equipment, or other reac-tions required for safe operation.
Inasmuch as the examinations were administered in October, it is felt that the full two months would be required for retraining.
Therefore, with time for evaluation of the examinations, in addition to retraining, we would request the proposed shift arrangement be grante'd until May 1, 1970.
