This letter will confirm our conversation of this morning about your letter of May 12, 1972 to Mr. Brosnan of Niagara Mohawk.

As I told you, Niagara Mohawk has not, submitted an environmental report for its Nine Mile Point facility. It.

would therefore be meaningless to submit cost-benefit infor-mation without the submission of a complete environmental report.

Niagara Mohawk plans to file a petition to convert the Nine Mile Point provisional operating license to a full-term operating license on or about June 30, 1972. Accompany-ing that petition there will be, among other things, an environmental report which will contain a cost-benefit sec-tion.
