Included were comments by the United States Department of the Interior, the Federal Power Commission and the United States Environmental Protection Agency.

Responses to the comments of the latter two agencies were included in the attachment to my letter of October 31, 1973.

Responses to the comments by the Department of the Interior will be submitted by November 12, 1973.
