Your letter of April ll, 1974, submitted information concerning a change to the Nine Nile Point Unit 1 facility pursuant to Section 50.59 of the Commission's regulations.
Me have reviewed your letter, which implies that your on-site and off-site safety review committees have concluded that the proposed change does not involve any unreviewed safety question, although your letter does not specifically state this. If in fact. you and your safety review committees have concluded that no unreviewed safety question would arise from the planned change, then the change may be accomplishdd in accordance with 10 CFR Part 50 Section 50.59 with'out specific AEC approval< A brief description of the change including a summary safety evaluation of changes made in accordance with this provision of the regulation must be reported in your next semi-annual report, and a "copy of your complete review and evaluation should be available for inspection by gegulatpry Operations during their next inspection of your facility.
If your staff or safety, review committee determines that a proposed change, test, or experiment does involve an unreviewed safety question, it must be reported to the AEC specifically indicatin'g %hat an unreviewed safety question is involved with the bases for your'onclusion. Such changes, tests, or experiments must be approved by the AEC prior to implementation.
