Dear h/r. Brunner:

Following a thorough review of your April 5, 1974 letter, regarding Inspe'ction No. 50-220/74-02 at Nine hiile Point Nuclear Station Unit 1, >>e have concluded that there is no information in the report of a proprietary nature.

In response to the two alleged violations the following is submitted:

1. Control for spilled liquid in Naste Disposal Building - The Final Safety Analysis Report in Part III 2.1 (page 111-29) will be changed according to 10CFR50.59, reflecting the as built conditions. The curbs would hinder operation of vehicles and personnel on Elevation 261 and would allow the fluid to spread over a >>'ider area on the upper elevation. This is undesirable.

The designed control for spilled liquid is to allow the fluid to seek a lower level and'thus be accommodated by the sumps, which contain the fluid, and pump directly to storage tanks. It is expected that this request will be submitted by May 1, 1974.

2. Posting of Information to Employees - The information required by, 10CFR '19.11 consists of, in part, the FSAR. This set of station documents is in constant use by not only station employees, but various consultants working at the station. The complete set of documents was located in the Administration Building and had not been properly signed out, As a corrective measure, documents placed in the locations pursuant to 10CFR 19.11 will be labeled with "Not to be removed unless properly signed out". The sign

her. Elden J. Brunner U.S..Atomic Energy Commission April 23, 1974 out will be accomplished by placing a removable book tag in the document. lichen the document is removed the tag will be placed in a specially marked container. It is expected that this system will be fully operable by hfay 1, 1974. In addition all documents and/or the shelves upon which they are stored will be marked indicating the particular document. This will aid in quick identification from other filed information stored in the same area. Also the signs. designating the location of posted information will be corrected. This corrective action is.also expected to be completed by h/ay 1, 1974.

Very Truly Yours, Fg -g..'~-
