Dear Mr. Lear:
In our letter of October l, l975, the Hark I Containment
~I p Short Term Program was described.
Part of that program was a reevaluation of the torus support columns.
As discussed in our letter of December l2, l975, further testing is required in this area.
An evaluation is now underway which should make, that infor-mation available, for review with the Commission, by, January 22, l976.
A second addendum to the "Mark I Containment Evaluation Short Term Program (NEDC-20989)" is planned for March, l976.
The major thrust of this evaluation concerns uplift loads on the torus.
Significant technical basis exists for the prediction of a substantial reduction of these loads.
This is discussed in a December l8, l975 letter, submitted on behalf of the Hark I utilities, from Mr. I. F. Stuart (General Electric) to Mr. R. S.
Boyd (Nuclear Regulatory Commission).
Upon review, we have determined that this information is applicable to Nine Hile Point Unit l.
Considering the very low probability of a Loss-of-Coolant Accident at our plant during completion of the Short Term Program, and the excellent prospect for a substantial reduction of loads as, a result of the evaluation, we have concluded that Nine Mile Point Unit l can continue operation without danger to the public health and safety while evaluation of the torus support columns continues.
