Dear Mr. Muntzing:

t We have made a number of changes in management as described in the attached news release.

The immediate result is that the senior responsibility for negotiating with your Directorate of Licensing is transferred from Thomas J.

Brosnan to Philip D. Raymond, who is now Vice President-Engineering.

I am making sure that the organizational changes are carried out in a manner that will not impede our efforts to obtain a construction license for Nine Mile Point Unit 2 (Docket No. 50-410) and a full-term operating license for Nine Mile Point Unit 1 (Docket No. 50-220).

Syracuse--Major organizational changes in top-level management of Niagara Mohawk Power Corp. were announced today by James A. O'eill, 1

president and chief executive officer.

The utility's Board of Directors elected:

JOHN G. HAEHL, JR., vice president-finance, to the newly-designated position of executive vice president-finance and corporate planning; JAMES BARTLETT, vice president and general manager of the Central Division, to executive vice president-engineering, operations and emp oyee relations;

. THOMAS J. BROSNAN, vice president and chief engineer, to the newly-I established post of vice president-research 4 development and environmental matters; PHILIP D. RAYMOND, manager of system staff engineering, to vice president-engineering; RUDOLPH R. SCHNEIDER, general superintendent of operations for the Central Division, to vice president-electric operations; WIL~~IA.MR. MATTHEWS, system supervisor of gas operations, to vice president-gas operations; JAMES J. MILLER, manager of system design engineering, to vice president and general manager of the Central Division.

h v"Haehl, who is also a director of Niagara Mohawk, has held his present position since 1971.

He joined Niagara Mohawk in 1961 after 12 years'ervice as manager for Price Waterhouse 8c Co. in New York, Rochester and Syracuse.

His positions with the utilityhave'included assistant to',the vice president-controller, controller and, vice president-

controller.

B'artlett ha's served at his existing post since June 1972.

He pre-viously was administrative vice president of the Central Division since January 1969.

Bartlett joined Niagara Mohawk's Operating Department in 1939.

He has been planning supervisor, assistant superintendent and superintendent of the Electric Department in Syracuse.

In 1958 Bartlett was named general superintendent of operations for the Central Division, If

<a post he held until elected administrative vice president.

Brosnan, a director of Niagara Mohawk, joined the company in Niagara Falls in 1930 and was appointed chief engineer of its Western Division in Buffalo in 1956.

He came to Syracuse as vice president and assistant chief engineer in 1963 and was elected vice president and chief engineer in 1966.

Raymond joined Niagara Mohawk in 1937 as a designer and later served as a project engineer and electrical engineer.

In 1956 he was promoted to assistant chief engineer-Central Division and in 1963 he was appointed chief engineer-Western Division, a position he held until 1966, when he

.wax-transferred to Syracuse as chief system staff engineer.

Raymond was elevated to his present post in 1969.

.0 Schneider joined the firm in 1937 as an electric planner.

He was appointed electric superintendent of the Fulton-Oswego area in 1952 and was promoted to assistant superintendent of operations for that area in 1955.

i Schneider was named superintendent of operations for the Syracuse area in 1958 and he was appointed to his present post in 1968.

Matthews, who became affiliated with Niagara Mohawk in 1938, has served as system supervisor of gas operations since 1966.

He held the position of general foreman in the Syracuse Gas Department until 1952, when he was appointed assistant gas superintendent, Syracuse District.

In 1957, he was named division superintendent of gas operations, serving in that position until 1966.

Miller, who is succeeding Bartlett as top Central Division adminis'trator, joined Niagara Mohawk in 1948 as a designer.

He has held posts as assistant chief engineer in both the %'estern and Central Divisions of the company and in 1965 was named chief engineer of the Central Division.

He was promoted to manager of system design engineering'in 1969.

Mr. F. J. Schneider, vice president-operations willretire as an officer after 40 years of service and will continue as a consultant on special projects.
