Dear Mr. Lear:
During meetings with the Nuclear Regulatory Commission staff on July 7, 1976 and August 19, 1976, the Mark I Owners'roup presented its proposal for the Mark I Containment Long Term Program.
The first task in this program was t'e develop-ment of the "Program Action Plan."
This has.been prepared by General Electric and submitted to the Commission by a letter from Mr. L. J.
Sobon (General Electric). to Mr. V. Stello (Commission) dated October 29, 1976.
We have reviewed this Action Plan and conclude that it will generate the information necessary to complete the evaluation for Nine Mile Point Unit or emphas'f'he overall program such rsus 8

'/ol3O This Program Action Plan has been prepared as an inte-grated source of information in terms of specific tasks, objectives, and acti vity scheduling that will lead to the generation of a Mark I Load Definition Report (LDR).
This Action Plan contains descriptions of the tasks outlined for the Nuclear Regulatory Commission staff at the July and August meetings.

This consideration includes an assessment of the ability to obtain representative data from other sources, including reduced scale testing.
