Acceptance review for Hatch Relief Requests ISI-RR-15, 16, 17, 21, and 22
- Ryan, By letter dated December 27, 2016, Southern Nuclear Operating Company, Inc. submitted 11 relief requests for the Edwin I. Hatch Nuclear Plant (HNP), Units 1 and 2 (ADAMS Accession No. ML16362A273; TAC Nos.
MF9022 through MF9037) for relief from requirements for the fourth 10-year inservice inspection interval. The purpose of this e-mail is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staffs acceptance review of relief requests ISI-RR-15, ISI-RR-16, ISI-RR-17, ISI-RR-21, and ISI-RR-22. The acceptance reviews were performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical reviews. The acceptance reviews are also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.
The NRC staff has reviewed relief requests ISI-RR-15, ISI-RR-16, ISI-RR-17, ISI-RR-21, and ISI-RR-22 and concluded that they do provide technical information in sufficient detail to enable the NRC staff to complete its detailed technical review and make an independent assessment regarding the acceptability of the relief in terms of regulatory requirements and the protection of public health and safety and the environment. The acceptability of relief requests ISI-RR-13, ISI-RR-14, ISI-RR-18, ISI-RR-19, ISI-RR-23, and ISI-RR-24 will be provided at a later date. Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which issues that impact the NRC staffs ability to complete the detailed technical review are identified despite completion of an adequate acceptance review. If additional information is needed, you will be advised by separate correspondence.
Based on the information provided in your submittal, the NRC staff has estimated that each relief request will take approximately 50 hours5.787037e-4 days <br />0.0139 hours <br />8.267196e-5 weeks <br />1.9025e-5 months <br /> to complete. The NRC staff expects to complete this review in approximately 12 months, which is January 2018. If there are emergent complexities or challenges in our review that would cause changes to the initial forecasted completion date or significant changes in the forecasted hours, the reasons for the changes, along with the new estimates, will be communicated during the routine interactions with the assigned project manager.
These estimates are based on the NRC staffs initial review of the application and they could change, due to several factors including requests for additional information, unanticipated addition of scope to the review, and review by NRC advisory committees or hearing-related activities. Additional delay may occur if the submittal is provided to the NRC in advance or in parallel with industry program initiatives or pilot applications.
