TEXAS A&M UNIVERSITY-NOTICE OF ISSUANCE OF ENVIRONMENTAL ASSESSMENT AND FINDING OF NO SIGNIFICANT IMPACT REGARDING AMENDMENT NO. 16 FOR FACILITY OPERATING LICENSE NO. R-23 TO ALLOW FOR THE UNRESTRICTED USE OF THE AGN-201M RESEARCH REACTOR FACILITY IN THE ZACHRY ENGINEERING CENTER AT THE TEXAS A&M UNIVERSITY, COLLEGE STATION - DOCKET NO. 50-59 [TAC NO. MF6159]

Dear Dr. McDeavitt:

The U.S. Nuclear Regulatory Commission (NRC) staff has forwarded a Notice of Issuance of the Environmental Assessment and Finding of No Significant Impact regarding the application for license amendment submitted by Texas A&M University (TAMU) for the Aerojet General Nucleonics Model 201-Modified (AGN-201M) Reactor dated November 21, 2016, as supplemented on December 16 and 20, 2016, and January 9 and 11, 2017. The amendment would delete from the Technical Specifications (TSs) the Zachry Engineering Center location that constituted the reactor facility for the AGN-201M reactor and associated components before they were relocated. The amendment would also delete the license conditions requiring a physical security plan (PSP) and TSs requiring PSP implementing procedures, and audits of the PSP and its implementing procedures because the special nuclear material possession limit in the License No. R-23 is below the quantity of material that requires a PSP.

The amendment would effectively allow the unrestricted use of the rooms where the AGN-201M reactor and its byproduct and SNM were formerly located in the Zachry Engineering Center.
