SUBJECT: WATERFORD STEAM ELECTRIC STATION, UNIT 3 - NRC SECURITY

INSPECTION REPORT 05000382/2016403

Dear Mr. Chisum:

On November 16, 2016, the U.S. Nuclear Regulatory Commission (NRC) completed a security

inspection at your Waterford Steam Electric Station, Unit 3. NRC inspectors discussed the

results of this inspection with Mr. R. Gilmore, Director, Regulatory Affairs and Performance

Improvement, and other members of your staff. The results of this inspection are documented

in the enclosed report.

NRC inspectors documented two findings of very low security significance (Green) in this report.

Both of these findings involved violations of NRC requirements. The NRC is treating these

violations as non-cited violations (NCVs) consistent with Section 2.3.2.a of the Enforcement

Policy.

If you contest the violations or significance of these NCVs, you should provide a response within

30 days of the date of this inspection report, with the basis for your denial, to the U.S. Nuclear

Regulatory Commission, ATTN: Document Control Desk, Washington, DC 20555-0001; with

copies to the Regional Administrator, Region IV; the Director, Office of Enforcement; the

Director, Office of Nuclear Security and Incident Response; and the NRC resident inspector at

the Waterford Steam Electric Station.

Two cross-cutting aspects were assigned to findings in the areas of human performance.

Specifically, the licensee failed to (1) ensure that personnel and other resources are available

and adequate to support nuclear safety [H.1], and (2) recognize and plan for the possibility of

mistakes, latent issues, and inherent risk, even while expecting successful outcomes [H.12].

If you disagree with a cross-cutting aspect assignment, you should provide a response within

30 days of the date of this inspection report, with the basis for your disagreement, to the

U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk,

Washington, DC 20555-0001; with copies to the Regional Administrator, Region IV and the

NRC Resident Inspector at the Waterford Steam Electric Station.

Enclosure transmitted herewith contains SUNSI. When separated from enclosure, this

transmittal document is decontrolled.
