LAR in accordance with the guidance contained in NRC Regulatory Issue Summary (RIS 2002-03, Guidance on the Content of MUR Power Uprate Applications Cross-reference matrix included in LAR

LAR based on NRC approved Topical Reports GE-Hitachi (GEH) NEDC-32938P-A, Generic Guidelines and Evaluations for General Electric Boiling Water Reactor Thermal Power Optimization, Revision 2, May 2003 GEH NEDC-33173P-A, Applicability of GE Methods to Expanded Operating Domains, Revision 4, November 2012 Caldon ER-80P, Improving Thermal Power Accuracy and Plant Safety While Increasing Operating Power Level Using LEFM Check System, Revision 0, March 1997 Caldon ER-157P-A, Supplement to Topical Report ER-80P: Basis for Power Uprate with the LEFM Check or CheckPlus System, Revision 8, August 2010

LAR consistent with recent MUR LARs (Fermi 2 and Columbia)

GEH Safety Analysis Report addresses previous industry responses to applicable NRC RAIs for MURs Addresses Limitations and Conditions of NEDC-33173P-A

LAR will meet the scope and depth of NRC LIC-109, Acceptance Review Procedures 6

LICENSING COORDINATION ITEMS LICENSING COORDINATION ITEMS

MUR LAR to follow Power Range Neutron Monitor (PRNM) LAR Phase 1 and 2 PRNM Phase 1 - Submitted September 2015 PRNM Phase 2 - Submitted September 2016 Both the PRNM and MUR LARs will impact some of the same TS Reactor Trip function and Control Rod Block function instrumentation setpoints Plan is for MUR submittal prior to PRNM LAR approval, with MUR TS based upon PRNM implementation

Would be considered a linked submittal per NRC LIC-109 and can be managed similar to precedent PRNM/Uprate Grand Gulf PRNM and EPU overlap in 2012. Grand Gulf EPU license condition for PRNM approval and implementation prior to EPU implementation.

Hope Creek MUR implementation will be conditioned on PRNM LAR approval and implementation

Coordination discussion with NRC held on October 27, 2014. Reactor Systems and I&C Branch indicated no objections with the approach.

PRNM Settings

APRM STP Scram and Rod Block SLO and TLO setpoints affected by MUR Flow-biased setpoints are reduced by the amount of the uprate to maintain the same absolute power High flow clamp unchanged in % RTP

Cycle-specific ABSP setpoints affected by MUR Revised setpoints bound Region I for revised MUR Power-to-Flow map Determined via reload analysis

Cycle-specific OPRM SAD setpoint determined via reload analysis

Thermal limits monitoring threshold maintained at 24% RTP, therefore OPRM armed region is unaffected in % RTP

All other APRM, OPRM, and RBM setpoints unchanged in % RTP

Other modification impacts

Plant computer changes for MUR are implemented concurrently with plant computer changes for PRNM

Cyber Security LEFM is Level 3 and communicates with the plant computer No impact to PRNM cyber security controls 8

MUR HARDWARE MODIFICATIONS MUR HARDWARE MODIFICATIONS

High Pressure Turbine (HPT)

Maintain flow margin with HPT modifications to increase flow area

FOCUS AREA FOCUS AREA

Steam Dryer Structural Integrity CDI completed a stress analysis in 2008 supporting EPU to 3840 MWt. No perforated plate dampening was credited. Minimum alternating stress ratio (MASR) was >2.0.

CDI subsequently identified an error in the acoustic circuit model (ACM) used for calculating the acoustic pressure loading on the steam dryer. CDI revised the steam dryer stress analysis to correct the ACM code error. No perforated plate dampening was credited. MASR was reduced to 1.07.

The NRC reviewed this situation (CAC No. MF7077) and concluded that there was reasonable assurance that the HC steam dryer would maintain structural integrity for continued operation at EPU conditions.

HC steam dryer will maintain structural integrity operating at MUR conditions

Preliminary analysis shows MASR at MUR is approximately 1.04 at the same two locations that were 1.07 at CLTP. These locations are inspectable.

All other locations maintain MASR greater than or equal to 1.10.

HC has completed BWRVIP-139-A inspections during the 6 refueling outages since EPU with no identified fatigue cracking

Moisture carryover since EPU is below acceptable moisture content of 0.10 wt.% and is expected to remain below 0.10 wt.% with MUR, indicating satisfactory dryer performance

Long term inspections of HC steam dryer will continue per NRC approved BWRVIP-139-A guidelines 11
