Dear Mr. Bell,

It is my sincere pleasure to invite you to participate as a speaker at NRCs 29th Regulatory Information Conference (RIC). The RIC will be held on March 14-16, 2017, at the Bethesda North Marriott Hotel and Conference Center, 5701 Marinelli Road, North Bethesda, MD 20852.

Co-sponsored by the Office of Nuclear Reactor Regulation and the Office of Nuclear Regulatory Research, the RIC brings together nearly 3,000 participants from over 30 countries representing interested parties from government, industry, international agencies, other interested stakeholders, and members of the public. The RIC provides an open forum for stakeholders to learn, share, and discuss information on significant and timely nuclear regulatory activities, processes, and emergent issues.

We request your participation as a panelist during RIC session TH26 entitled, Addressing Lessons from 10 CFR Part 52 Licensing Experience. This session is scheduled for Thursday, March 16, 2017 from 10:30 am - 12:00 pm. The session will examine lessons and challenges identified during the implementation of licensing activities under Title 10 of the Code of Federal Regulations (10 CFR) Part 52, Licenses, Certifications, and Approvals for Nuclear Power Plants, over the last several years. We would like you to address the following questions as applicable to your licensing experience:

Does 10 CFR Part 52 currently enable the most effective, predictable, and efficient reviews?

Are changes needed? Does NRC guidance support the efficient implementation of 10 CFR Part 52? Is the design certification renewal process adequately defined?

What lessons have been learned from license amendment requests for plants under construction? Is the preliminary amendment request process sufficient?

What lessons have been learned from enhanced preapplication interactions and recent acceptance reviews? Have these activities contributed to more predictability in the review schedules? Are the NRCs current review schedule models sufficient?
