ENGINEERING PERFORMANCE SELF-ASSESSMENT PROPOSAL This is in response to your letter, dated January 24, 1996.
proposing to perform a self assessment of the engineering activities,
- programs, and controls at the Diablo Canyon Nuclear Power Plant.
The self assessment would
. be performed in lieu of an NRC team inspection planned for your facility.
The request included details involving the scope of the self assessment, the proposed team schedule.
and the qualifications and experience of the team.
The NRC has reviewed your request in accordance with the guidelines contained in Inspection Procedure 40501.
"Licensee Self-Assessments Related to Area-of-Emphasis Inspections."
and has accepted the proposed timing'cope of effort, and the credentials and experience of the assessment team.
The option of permitting licensees to conduct a self assessment in lieu of an NRC inspection is an NRC program aimed at minimizing regulatory impact and utilizing NRC resources more efficiently.
Consequently.
the NRC plans to reduce the level of inspection effort planned for Inspection Procedures
- 37550, "Engineering,"
and 40500.
"Effectiveness of Licensee Controls in Identifying.
Resolving, and Preventing Problems," at the Diablo Canyon Nuclear Power Plant and perform an inspection of your self-assessment effort in accordance with Inspection Procedure 40501.

Please provide him with any further information you develop concerning your assessment plans in order to facilitate our inspection under Inspection Procedure 40501.
