REQUEST FOR WITHHOLDING INFORMATION FROM PUBLIC DISCLOSURE

Dear Mr. Rueger:

By letter dated September 26, 1997, Pacific Gas and Electric Company (PG&E) submitted an update to the emergency plan implementation procedures (EPIP) for Diablo Canyon Power Plant, Unit Nos.

1 and 2.

The revised

EPIP, EP RB-8

entitled.

"Emergency Off-Site Radiological Environmental Monitoring (8/25/97)," is identified by PG&E as containing privacy intormation (i.e.,

home phone numbers).

PG&E marked the privacy information in the submittal and requested it be withheld from public disclosure pursuant to 10 CFR 2.790.

We have reviewed PG&E's request based on the requirements and criteria ot 10 CFR 2.790, and have determined that the submitted information sought to be withheld contains privacy information.

Therefore, the privacy information so, identified by PG&E will be withheld from public disclosure pursuant to 10 CFR 2.790(a)(6) and Section 103(b) of the Atomic Energy Act of 1954, as amended.

Withholding information from public disclosure shall not affect the right, if any, of persons properly and directly concerned to inspect the documents.

If the need arises.

we may send copies of the information to our consultants working in this area.

We will, of'ourse, ensure that the consultants have signed the appropriate agreements for handling proprietary information.

If the basis for withholding this information from public inspection should change in the future, such that the information could then be made available Vf" for public inspection.

you should promptly notify the NRC.
