1998 EMERGENCY PREPAREDNESS EXERClSE SCENARIO MANUAL
Dear Mr. Oatley:
We have reviewed your letter dated July 24, 1998, and the enclosed objectives and scenario for the Diablo Canyon Power Plant, Units 1 and 2, 1998 emergency preparedness exercise scheduled for November 4, 1998.
Based on our review, we'determined that the exercise objectives and scenario are appropriate to meet emergency plan requirements.
We did note, however, that the objectives were poorly written (i.e., not measurable, vague).
Questions concerning the objectives and scenario were resolved during a September 21, 1998, telephone discussion with Mr. Mark Lemke of your staff.
Mr. Lemke stated that steps had already been taken to revise the exercise objectives.
We contacted the Federal Emergency Management Agency (FEMA), Region IX, during our review. As of September 11, 1998, Mr. Richard Echavarria had not received the exercise scenario manual.
Mr. Lemke was informed of this matter during the September 21,-1998, telephone discussion.
