EMERGENCY PLAN CHANGES
Dear Mr. Rueger:
This letter acknowledges receipt of your letter dated November 10, 1997, which transmitted Revision Revision 3, Change 16 to the Diablo Canyon Nuclear Power Plant Emergency Plan submitted under the provisions of 10 CFR 50.54(q).
While reviewing the changes made, we noted that you had deleted the tables that described the contents of your emergency kits.- NUREG-0654/FEMA REP-1, "Criteria for Preparation and
,Evaluation of Radiological Emergency Response Plans and Preparedness in Support of Nuclear Power Plants," Revision 1,Section II.H.11 states, "Each plan shall, in an appendix, include identification of emergency kits by general category (protective equipment, communications equipment, radiological monitoring equipment, and emergency supplies)." According to Appendix G of your emergency plan, Table 7.3P was cross referenced with this section of NUREG-0654. The justification given was that the information was contained within procedures.
We held the view that Table 7.3-4, while not an appendix, satisfied your commitment to NUREG-0654,Section II.H.11; During a phone call on June 22, 1998 between Mr. M. Lemke of your office and Mr. T. Andrews of this office, we were informed that you have decided to reinstate Table 7.3-4. Therefore, this is no longer considered an issue.
Based on your determinations that the changes do not decrease the effectiveness of your emergency plan, and that the plan, as changed, continues to meet the standards of 10 CFR 50.47(b) and the requirements of Appendix E to Part 50, NRC approval is not required.
Our initial review of these changes indicates that the changes are in accordance with 10 CFR 50.54(q).
Implementation of these changes will be subject to inspection to confirm that they have not decreased the effectiveness of your emergency plan and continue to meet regutatory requirements.
ln accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter willbe placed in the NRC Public Document Room.
