Dear Mr. Powers:
This is in response to your letter dated June 1, 1998, DCL-98-081, concerning suspension of participation in the requaliTication program of Steven A. Hiett, NRC License No. SOP-4269M, Docket No. 55-8293.
It is our understanding that Mr. Hiett willnot participate in the Diablo Canyon Power Plant Licensed Operator Requalification Program due to his involvement with the Institute of Nuclear Power Operations (INPO), which is not expected to exceed 24 months.
It is also our understanding that Mr. Hiett will be enrolled in an Accelerated Requalification Program,
[considered additional training in accordance with 10 CFR 55.59(b)] as described in your letter, willbe required to pass a comprehensive requalification examination meeting the requirements of 10 CFR 55.59, and willmeet the requirements of 10 CFR 55.53(f) (1 and 2), 10 CFR 55.21, 10 CFR 55.23, and 10 CFR 26 prior to returning to licensed duties.
We require that, before Mr. Hiett returns to licensed duties, you certify, in writing, to the Region IVoffice that Mr. Hiett has successfully completed the Accelerated Diablo Canyon Power Plant Licensed Operator RequaliTication Program requirements in accordance with 10 CFR 55.59(b).
Please be advised that since Mr. Hiett willnot participate in the Diablo Canyon Power Plant Requalification Program, Mr. Hiett shall not direct activities of licensed operators and shall not manipulate the controls of the Diablo Canyon Power Plant during this period of involvement with INPO. His license has been amended accordingly.
. Finally, because Mr. Hiett's license is scheduled to expire during this period, timely application for renewal should be submitted in accordance with 10 CFR 55.55. As described therein, Mr.
Hiett's license willnot expire until disposition of the application for renewal by the Commission, which we expect to be after receipt of your certification described above.
