Dear Mr. Grabel,

I would like to take the opportunity to acknowledge your efforts and those of Tom Fetterman for arranging for an NRC visit to the California Independent System Operator (CAISO) in Folsom, CA, on'May 29, 1998.
As you are, aware, we have been working on a generic project for the Commission to gather information'bout the reliability of offsite power supplied to nuclear generating plants with a focus on the'potential effects of electrical industry deregulation and we had met with PGRE staff at the load dispatch center in San Francisco last year.
The purpose of this meeting was to interface with CAISO staff to get a better understanding of this newly established organization's charter, how it manages the distribution of power to maintain the desired level of reliability, and specifically how quality and quantity of offsite power provided to the nuclear power plants will be maintained under routine and non-routine conditions.
Based on the numbers and mix of staff that supported the meeting as well as the open free interchange of ideas, we were able to obtain the breadth and depth of information that we were seeking.
I therefore want to express my sincere appreciation to you and Mr. Fetterman for coordinating and conducting this meeting which we found to be well-organized and highly effective.
