REQUEST FOR ADDITIONALINFORMATION-RELIEF REQUEST P-RR5 FOR PUMPS INSERVICE TESTING PROGRAM - DIABLOCANYON POWER PLANT, UNITS 1 AND 2 (TAC NOS. MA0395 AND MA0396)
Dear Mr. Rueger:
By letter dated December 12, 1997, Pacific Gas and Electric Company (licensee) submitted relief request P-RR5 for Diablo Canyon Power Plant, Units 1 and 2, second ten-year interval program for inservice testing (IST) of pumps., The relief request concerns the pump test procedure requirements of OMa-1988, Part 6, Paragraph 5.2(b), for the auxiliary salt water pumps 1-1, 1-2, 2-1, and 2-2. The Code requires that either the resistance of the system be varied until the flow rate equals the reference value or the flow rate be varied until the pressure equals the reference value. Then either pressure or flow is recorded and compared with the Code pump acceptance criteria.
In lieu of this Code requirement, the licensee has proposed to verify each pump's hydraulic performance by the use of pump reference curves in accordance with the guidance provided in Section 5.2 of NUREG-1482, "Guidance for Inservice Testing at Nuclear Power Plants."
NUREG-1482 states that ifthe licensee implements the guidance on the use of pump curves, it must demonstrate the impracticality of achieving reference conditions for the IST. The licensee's basis provided in relief request P-RR5 concerns a conflict between inservice testing and the technical specification limiting condition for operation (LCO). The basis, however, does not address the applicable NRC positions described in Generic Letter (GL) 87-09, "Sections 3.0 and 4.0 of the Standard Technical Specifications (STS) on the Applicabilityof Limiting Conditions for Operations and Surveillance Requirements,"
and Section 3.1.2 of NUREG-1482.
It is not evident based on the information presented that achieving reference conditions in accordance with the Code is impractical.
In order for the NRC to complete its review of this relief request, we request the following additional information.
In GL 87-09, the NRC stated its position that the structure of the technical specification accounts for entry into an LCO to perform surveillance testing.
Ifthe time allowed for equipment to be out of service is not sufficient to perform a surveillance test, a technical speciTication change requesting additional out-of-service time to allow for surveillance would be required provided safety is not compromised by the increased out-of-service time. Discuss your reasons for not requesting a technical specification change in this case.
