REQUEST FOR RELIEF - INSERVICE TESTING RELIEF REQUEST NO.
P-RR4-COMPONENT COOLING WATER PUMP PERFORMANCE USING EVALUATIONOF PUMP CURVES - DIABLOCANYON POWER PLANT UNITS 1 AND 2 (TAC NOS. M99753 AND M99754)
Dear Mr. Rueger:
On September 12, 1997, Pacific Gas and Electric (PG8E) (the licensee) submitted Relief Request No. P-RR4 for Diablo Canyon Power Plant, Units 1 and 2. The licensee requested relief because of the impracticality of testing the six component cooling water (CCW) pumps in accordance with Code OMa-1988, Part 6, Paragraph 5.2(b)] requirements.
Relief may be granted from the pump test procedure re'quirements of OMa-1988, Part 6, Paragraph 5.2(b) for the CCW pumps pursuant to 10 CFR 50.55a(f)(6)(i). Therefore, the staff concludes that pursuant to 10 CFR 50.55a(f)(6)(i), Relief Request Number P-RR4 is granted.
This relief is authorized by law and will not endanger life or property or the common defense and security and are otherwise in the public interest, giving due consideration to the burden upon the licensee that could result ifthe requirements were imposed on the facility.
The staffs evaluation and conclusions are contained in the enclosed safety evaluation.
