NRC INSPECTION REPORT 50-275/97-22; 50-323/97-22 AND NOTICE OF
VIOLATION
Dear Mr. Rueger:
An NRC inspection was conducted December 8-12, 1997, at your Diablo Canyon Nuclear Power
Plant, Units 1 and 2 reactor facilities. The enclosed report presents the scope and results of that
inspection.
One violation of NRC requirements was identified for failure to follow a respiratory protection
program procedure to provide prescription glasses for licensed operators to use with self-
contained breathing apparatus.
The eyeglasses
were unavailable for use because
licensed
operators were not aware of the location of the eyeglasses.
The violation is of concern because
it indicates ineffective corrective actions for a previously identified, similar violation.
The violation is cited in the enclosed Notice of Violation (Notice) and the circumstances
surrounding this violation are described in detail in the enclosed report. The NRC has
concluded that information regarding the reason for the violation, the corrective actions taken
and planned to correct the violation and prevent recurrence is already adequately addressed
on
the docket in the enclosed report. Therefore, you are not required to respond to this letter
unless the description therein does not accurately reflect your corrective actions or your position.
In that case, or ifyou choose to provide additional information, you should followthe instructions
specified in the enclosed Notice.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter, its
enclosure(s), and your response willbe placed in the NRC Public Document Room. To the
extent possible, your response should not include any personal privacy, proprietary, or
safeguards
information so that it can be placed in the PDR without redaction.
