SENIOR REACTOR ANALYST (SRA) INTERFACE VISIT
Dear Mr. Rueger:
On August 16, 1995, the Commission published its final policy statement on the use of probabilistic risk assessment (PRA) technology in regulatory matters.
The Commission stated that the use of PRA should be increased in all regulatory matters to the extent supported by the state-of-the-art and in a manner which complements the NRC's current regulatory approach.
One element of this initiative has been the development and certification of Senior Reactor Analysts (SRAs) whose responsibilities include the coordination of risk-informed regulatory issues for the NRC's regional offices.
The SRAs in Region IV have completed all the required qualifications and training and are now assisting the Region in implementing programs, which will fulfillthe objectives that are outlined in the Commission's policy statement.
The Region IV SRAs are William B.
Jones and Jeffrey L. Shackelford.
Messrs. Jones and Shackelford are assigned to the Division of Reactor Safety.
The Region proposes that Mr. Jones and Mr. Shackelford visit /
your facility to provide information related to the region's use of risk-informed approaches in regional programs.
Additionally, such a visit would allow an'opportunity for your staff to provide any insights which you might have regarding your facility's use of PRA information in plant operations, engineering, maintenance, and any other related activities.
We anticipate that this visit would primarily involve the members of your staff who are responsible for PRA-related activities and would last for approximately one day.
It would also be desirable for the SRAs to visit briefly and introduce themselves to plant management.
The proposed discussion topics for this visit would include:
the plant-specific risk profile; plant specific risk-informed initiatives (potential/planned initiatives, modifications, etc.),
pilot activities, and issues; and, any perceived impact of deregulation on grid reliability.
The SRAs would be able to provide an overview of risk insights in Region IV activities, the consideration of risk in enforcement actions, and an overview of NRC risk-informed Regulatory Guides and Standard Review Plans.
Finally, we would like to discuss with your staff the means by which the Region may obtain a controlled copy of your current risk
- analysis, as well as providing a mechanism for obtaining any future revisions.
