DIABLO CANYON NUCLEAR POWER STATION DESIGN INSPECTION

Dear Mr. Rueger:

During the time period of August 4 through September 12,

1997, we have scheduled an on-site design inspection of your Diablo Canyon Nuclear Generating Station.

Your staff has indicated that there are no major conflicts with onsite activities during this period.

The two mechanical systems selected are the Auxiliary Salt Water (Unit 2) and Containment Heat Removal Systems (Unit 1).

In addition, support and interface systems will be reviewed as well as the electrical distribution system.

We will contact your staff to request material needed to support the on-site and off-site reviews.

The team leader, and/or assistant team leader, and two team members of the inspection team are scheduled to visit the site between 'July 14 and July 16, 1997, to ensure that all requested documentation has been provided to facilitate the in-office review and on-site inspection.

Recent NRC inspections at nuclear power reactor facilities have identified numerous findings where the actual plant configuration or operations were inconsistent with the design basis, licensing basis, or the UFSAR.

Thus, the purpose of this inspection is to evaluate the capability of the systems to perform safety functions required by their design and licensing bases and to verify consistency of the as-built configuration with the final safety analysis report.

Inspection Procedure (IP) 93801, "Safety System Functional Inspection" will be used to perform the design inspection.

Mr. Morris Branch, Team Leader, and Serita Sanders, Assistant Team Leader, NRR, will interface with you and your staff regarding all matters related to this inspection.

The inspection will be performed by a team of five engineerP from Sargent and Lundy (S&L) who have been contracted by the NRC for this purpose.

Mr. Mansoor Sanwarwalla of SSL who is part of the five person team will be the lead contractor engineer.
