SUBJECT:
NRC INSPECTION REPORT 50-275/97003; 50-323/97003 AND NOTICE OF
VIOLATION
Dear Mr. Rueger:
This refers to the inspection conducted
on March 16 through April 26, 1997, at your
Diablo Canyon Nuclear Power Plant, Units
1 and 2 reactor facilities. The enclosed report
present's the scope and results of that inspection.

During the inspection period three violations were identified. Two violations are related to
the Unit
1 turbine driven auxiliary feedwater pump and reflect the need to focus additional
management
attention on assuring that deficient conditions are identified and addressed
promptly and actions are taken to resolve the root causes
of the deficiencies.
The first
violation involved the failure to implement corrective actions to improve controls for
painting activities which affected that Unit 1 turbine driven auxiliary feedwater pump.
The
second, violation involved the failure to properly translate design information into
calculations and plant emergency
operating procedures.
The third violation involved the
failure to initiate appropriate corrective actions after identifying abnormally high
concentrations
of water in the Unit 1 turbine driven auxiliary feedwater pump governor.
Your staff continues to demonstrate
a strong capability to identify problems; however,
corrective actions for identified deficiencies were noted to have not been effectively
implemented.
In accordance
with 10 CFR 2.790 of the NRC's "Rules of Practice,"
a copy of this letter,
its enclosures,
and your response
will be placed in the NRC Public Document Room (PDR).
To the extent possible,
your. response
should not include any personal privacy, proprietary,
or safeguards
information so that it can be placed in the PDR without redaction.
